Bilang ahensiyang nasa ilalim ng pangangasiwa ng Tanggapan ng Pangulo, nilikha ang KWF upang magsagawa, mag-ugnay at magtaguyod ng mga pananaliksik para sa pagpapaunlad, pagpapalaganap at preserbasyon ng Filipino at ng iba pang mga wika sa Filipinas.
